Floyd L. WilliamsSenior Tax Counsel

Floyd Williams is a senior tax counsel at Public Strategies Washington.

Prior to joining PSW in 2012, Williams served 16 years as the Director of Legislative Affairs for the IRS, where he was the chief advisor to the IRS Commissioner on legislative issues and served as the primary liaison to members of Congress and their staffs. Prior to his years heading the IRS legislative office, he served as Deputy Assistant Secretary for Legislative Affairs at the Treasury Department.

Williams has served in both Democratic and Republican administrations, has worked closely with lawmakers and tax staffers from both parties, and is highly respected for both his substantive knowledge of tax policy and his even-handedness in dealing with complex tax issues, including the development of transition rules that will be of critical importance in any future tax reform.

Williams began his professional career in 1972 at the IRS as a tax law specialist in the Individual Income Tax Branch before working as a legislative attorney for the Congressional Joint Committee on Taxation. He then spent several years in the private sector as senior tax manager at Coopers & Lybrand (now PricewaterhouseCoopers), vice president and legislative counsel for the National Association of Home Builders, and senior counsel for the Tax Foundation.

Williams was the 2014 recipient of the Kenneth H. Liles Award, presented annually by the Federal Bar Association for distinguished service to the tax law profession. He received his Bachelor of Arts degree from the University of Virginia and then returned to his home state of Arkansas, where he was awarded his juris doctorate from the University of Arkansas Law School. While working at his first position at the IRS, Williams received his Master of Laws in Taxation from Georgetown University Law Center.
